Delivered at the culmination of the 3day “Lakbayan” (march protest) of the people of Kahusayan

“Support the Kahusayan People’s Struggle; Fight the impunity of landlords like Quiboloy!”

DAVAO CITY ---Bagong Alyansang Makabayan in Southern Mindanao Region (Bayan-SMR) unites with the tribesmen and community of slain Bagobo K’lata leader Datu Dominador Diarog in their struggle from the fierce attempts of Pastor Apollo Quiboloy to grab the land that is home to their tribe.

Their case is a classic struggle faced by the national minorities in the country who have, since time, been frequently victimized in various ways, but principally by attempts to evict them from the land on which they derive their means of living, their cultural values and life systems.

The death of Datu Diarog in 2008 was a tragic culmination of his almost decade of struggle in defense of the fertile agricultural land beneath Mt. Apo which is home to the Bagobo Klata tribe.

Since 1999, Quiboloy was able to occupy 5,000 hectares of land covering portions at the foot of Mt. Apo particularly in Brgy. Tamayong, Brgy. Manuel Guianga, Brgy. Sirib, and Brgy.Carmen in the City. These lands have either been converted into ‘prayer mountains,’ extravagant mansions, pine tree plantations, and just recently a gherkins (small cucumber) plantation is being planned in the area.

But Quiboloy was never successful in his attempt at fully taking over the land since Datu Diarog refused to yield their 5-hectare stead in Sitio Kahusayan, Brgy. Manuel Guianga in Tugbok District, which is within Quiboloy’s claim.

The Diarog’s land has been fenced off, their house burned, and Datu Diarog himself was talked into by Quiboloy’s men, one of them was identified by Diarog family members as a certain Greg Canada, to sell the land for P50,000, but still they persisted and held on to their land. Such harassment incidents preceded Datu Diarog’s death three years ago on April 29, 2008, when armed men strafed his house, killed him with armalite bullets and injured his wife and two children, including their then five-year-old daughter.

Since the Datu’s death, there was never a day that his family and his diminishing tribesmen in Sitio Kahusayan live away from coercions and brutal attempts of eviction.

Just on the second week of this month, three backhoes had been escorted to Sitio Kahusayan by military personnel from the 84th Infantry Battalion. A gherkins (small cucumber plantation is being planned right in the slain Datu's land in Sitio Kahusayan.) These soldiers have been deployed in the area for several months now as “Peace and Development Teams.”

Members of the Diarog clan have in several times, too, figured in the harassments perpetrated by these 'PDTs.’ Among these instances include being tagged as rebels, being recruited to be part of the PDT’s watch guards, the so-called “Peace and Development Watch Group,” or being sought out by the soldiers themselves.

The attacks never ended in Datu Diarog’s death; and neither did his surviving tribesmen’s resistance.

The place claimed by Quiboloy is not just the sacred ground of indigenous peoples whose protection are ensured in the very laws of the country and in international covenants, but a sacred conservation ground too, being part of the declared Mt. Apo protected area.

It is lamentable that amidst these deplorable incidents, we have yet to hear government institutions act on the matter: The Department of Environment and Natural Resources (DENR), the National Commission on Indigenous Peoples (NCIP), the Commission on Human Rights (CHR) and the City Government of Davao itself.

It is appalling that these institutions, by the very fact that Quiboloy has continued amassing of wealth, unhampered, is a tragic proof of their tolerance of such beastly deed. We have been calling on them for action, but it seems they too are rendered inutile.

This forces us to turn our appeals on the Davaoeńos. We call on you to rally behind our lumad brothers and sisters of Kahusayan; to rally in opposition to this blatant violation of human rights and dignities of lumad peoples who are our very own fellow Davaoeńos.

To fight on their side is to fight to end the impunity of these giant oppressors in our midst. (*)

LAKBAYAN FOR LAND AND JUSTICE REACHES MINTAL, LUMADS DECRY HARASSMENT



Lakbayan delegation composed of Bagobo K’lata Lumads from Brgy. Manuel Guianga and supporters from other farming districts and advocate groups decried today (April 28) the harassment of the elements of the police from the Mintal Police Station.



The Lakbayan delegation formally asked the barangay for the use of the barangay gymnasium where cultural and solidarity program will be held tonight, the lumads’ second night in a march for land rights.



The elements of the police attempted to disperse the lumads and farmers, brandishing the lakbayan as an illegal assembly and a nuisance.



“Among giduso ang among katungod nga makapasibaw sa among mulo. Padayong giilog kanamo ang among yutang kabilin ug bag-ohay lang aduna na usab mga pagpanghulga nga among nasinati luyo sa umaabotay nga ikatulong tuig sa panghitabo nga pagpatay sa among lider nga si Datu Diarog nga hangtod karon wala gayod nakatagamtam og hustisya. Hangtod karon inutil gihapon ang gubyerno nga mubarog alang sa mga kabus ug dinaog daog sa mga anaa sa gahom ug impluwensyadong mga tawo nga sama ni Pastor Quiboloy!” decried Diolito Diarog, Bagobo Klata leader from Sitio Kahusayan, who now stands as one of the leading tribal council member after the death of Datu Doming Diarog three years ago.



“Wala’y makapugong sa among paglunsad og usa ka dakong lihok protesta pinaagi sa pagmartsa gikan sa among komunidad hangtod sa sentrong bahin sa Dakbayan sa Davao. Buot namong mapabaniog ang among dugay na nga panawagan nga i-uli kanamo ang among yutang kabilin ug mahatag kanamo ang dugay namong gipangita nga hustisya, samtang nagamartsa kami sa kadalanan, gikan Kahusayan hangtod dinha sa atbang sa ahensya sa lokal nga panggamhanan,” he adds.



After the program at Mintal Gym tonight, the march proceeds tomorrow (April 29) to Ulas. From there the lumads will hold a ritual at the Crossing Matina going Quimpo Boulevard while various support groups from other sectors will join them in solidarity march for land and justice.



The delegation is expected to reach Davao City Sangguniang Panglungsod at around 5 pm where a vigil will be held to commemorate the killing of Datu Dominador Diarog who was slain by members of the military unit -Task Force Davao, as he refused to sell his ancestral land and valinatly defend his land and tribe against the land grabber -- Pastor Apollo Quiboloy. #

Mindanao tribal leaders press end of large-scale mining and other projects destroying lumad culture and life



(DIGOS CITY) -- Some 100 lumad leaders from Mindanao gathered for a Datu-Bai Conference calling for the stop of large-scale mining and other development projects that are destroying the ecology and Lumad ancestral domain.



The gathering continues at the San Isidro Labrador Parish, Digos City with a cultural gathering today and press conference tomorrow.



The traditional leaders include tribes from the Bagobo, Ata-Manobo, Matigsalug, Obo and Manobo in the Davao Region, B'laan and T'boli in Socsksargen, Higaonon, Kaolo, Banwaon and Talaandig in Northern Mindanao, Subanen in Zamboanga Region and Manobos in Caraga.



The Conference held April 25 pointed out that "development" projects have encroached in their ancestral lands such as large-scale mining, agri-business, and coal-power plants.



The recent deaths in a landslide in a mining area in Pantukan, Compostela Valley shows a possibility of what will happen if large-scale mining comes full blown. Datu Duluman Dausay, an Ata-Manobo from Talaingod, Davao del Norte said that while they firmly oppose mining in Davao Region, local officials fail to show the same resolve.



"It is no longer the destruction of environment, but the destruction of life as well" the leaders in the Conference said.



The traditional leaders point out that such projects do not contribute to the needs of the people especially to Lumads.



"Do the extraction of minerals go back to us? Do the plantations alleviate hunger?" asks Jomorito Guaynon, a Higaonon leader from Bukidnon.



The Datus and Bais said that these projects ultimately earn profit for foreign-owned companies at the expense of destroying the environment, and ultimately the life and culture of Lumads.



"What future do we leave for our generations if our land is gone?" the leaders asked



In a phone message, Datu Guibang Apoga, Ata-Manobo leader of Talaingod, Davao del Norte, called on fellow lumad leaders to never waiver in defending against “development” projects that destroy the environment.



Guibang also called on them to defend the ancestral land and culture of lumads.



There are 18 ethnolinguistic groups in Mindanao with a three million population. All share the common problem of environment plunder, and the military harassments accompanying these projects.



Large-scale mining companies encroaching the Lumad areas are Xstrata-Sagittarius Mines in South Cotabato and Davao del Sur, Toronto Ventures in Zamboanga del Norte, and four mining companies in Caraga.



Other projects affecting the lumad communities are coal-fired power plants in Davao del Sur and the Aboitiz in Davao City, the Hedcor hydro-power plant in Davao del Sur, plantations such as palm oil in Caraga and jathropa in Bukidnon.

LUMADS PICKET QUIBOLOY KINGDOM AGAINST LANDGRABBING

Davao City --- Angered by latest attempts of landgrabbing, Bagobo Klata lumads from farflung Sitio Kahusayan, Brgy. Manuel Guianga trooped to the city and staged a picket rally infront of the Pastor Apollo Quiboloy’s ‘kingdom’ consisting of a gigantic school, office and mansion near the International airport here.

Last week, the Kahugpungan sa Lumad sa Kahusayan (KSL) reported that three backhoes escorted by members of the 84th IB of the Philippine Army arrived in Kahusayan, around 50 km from downtown Davao, to bulldoze the ancestral lands of slain Kahusayan Datu Dominador Diarog and pave the way for a gherkins (small cucumber) plantation on the said land that is being claimed by Quiboloy.

“This intensified attack on our ancestral lands is a palpable act of greed by a landlord to acquire vast tracts of lands for his profit. We have already lost thousands of hectares of our ancestral lands when Quiboloy’s prayer mountain was constructed in 1999. Now we stand to be completely driven away from the small piece of land where we were pushed to stay, as Quiboloy’s pine trees and fences take over our traditional farms, place of worship and hunting grounds,” said Diolito Diarog, council member of KSL and Deputy Secretary General of PASAKA, regional confederation of lumads.

Pastor Apollo Quiboloy, the patriarch of the religious sect Kingdom of Jesus Christ, The Name Above Every Name, has occupied 5,000 hectares within a supposed protected area of Mt. Apo. Quiboloy’s Kingdom covers portions of Brgy. Tamayong, Brgy. Manuel Guianga, Brgy.Sirib, Brgy. Carmen in Davao City. Another forty hectares are occupied by Quiboloy’s pine tree plantation.

Widow of Datu Diarog, Emily Diarog lamented, “This April 29, we are about to commemorate the 3rd death anniversary of our tribal leader but instead of the justice that we seek, we are again faced with even greater threats of losing the land that he died for. This we cannot allow, even if I, my children or our tribe lose our lives to defend our land.”

Datu Diarog’s family and relatives believe that it was at the behest of the influential pastor that the Datu was killed. An attempted massacre on the evening of April 29 had ended the life of Datu Diarog leading also to the injury of his wife, and two children.

Kahusayan lumads have long been seeking the help of the local government and the Commission on Human Rights to dismantle the fences that Quiboloy has put up around “his” so-called kingdom as annointed Son of God, pushing the Bagobo Klata tribe of Sitio Kahusayan to occupy a mere 5-hectare lot in the foothills of Mt. Apo.

“Apo Sandawa passed on to us the stewardship to cultivate and protect these lands. Our forefathers have died faithful to this inheritance of stewardship. Datu Diarog’s death will not be in vain. We shall continue the struggle he committed his life to,” stated Diolito Diarog.

The Diarog family challenged the Davao City local government to strongly implement the resolutions, one of which is the status quo, after the Kahusayan residents urged Pastor Quiboloy to dismantle the fences that has deprived the Kahusayan lumads of their lands. #

Small scale miners urge rescue missions in Pantukan
Fear possible ban of SSM operations in light of the tragedy




Pantukan, Compostela Valley Province --- Small scale miners’ cooperatives here called on the local government to intensify rescue and aid missions in light of the recent landslide in Purok Mabaros, Panganason, Brgy. Kingking. They also pointed to the bulldozing operations of Hexatt Mining, a medium-scale mining company, as the landslide’s culprit.

At the wake of the tragedy, more than 20 miners are feared to have been buried in the rubbles and mud, their fate still uncertain.

The miners feared that the landslide will lead to the prohibition of SSM operations in Brgy. Kingking which would lead to the full takeover of large-scale mining operations.

“In the 30 – year existence of the SSM industry in Pantukan, the SSM reached a population of 8,000 families or 48,000 individuals at the minimum. Where are we to go if we are expelled from our areas? Does the government have any alternative livelihood to provide us?” said Omar Aquino of the Panganason SSM Association in the vernacular.

This fear is shared by the Save Pantukan Alliance, group of SSM associations, religious environmentalists and professionals advocating nationalized mining industry vis-à-vis largescale and foreign mining.

“The P-noy government has already taken an anti-SSM stance categorically saying that SSM operations are harder to regulate compared to those of large-scale mining operations. It did not even consider that we have long been waiting for the government to do its role in developing and rehabilitating the SSM industry so that we could better contribute for national development and change the practices which affect the environment,” said Rolando Dela Cerna, member of the
Save Pantukan Alliance.

Dela Cerna also recounted the killing of Santos Manrique on April 12 which occurred in the midst of the Pantukan SSM’s campaign against largescale operations of Napnapan Mineral Resources Inc. and the open-pit mining operations of US- based Russell Mining and Minerals Inc. in Brgy. Kingking.

“Ricky has been at the core of the SSM community’s fight for us to be given ‘minahang bayan’ permits hoping that by engaging with the government, there would be more efficiency in our practices and we could access to government assistance in ensuring safe mining standards and better working conditions for the workers . But he was instead killed, without realizing his dream,” said Dela Cerna.

Manrique as president of the Federation of Miners’ Aggrupation in Pantukan (FEDMAP) was also part of the successful campaign of the people of Pantukan against Toronto Ventures Inc., a Canadian mining company back in the 90’s, notorious for its open pit mining operations in Mt. Canatuan, Zamboanga Del Sur.

Regional environmental group PANALIPDAN – Southern Mindanao also echoed similar contentions, lambasting the “open-arms treatment of mining multinational companies (MNCs) and foreign investments.”

“The government has completely neglected the SSM industry while it has assured through laws and policies high support for large-scale and foreign mining investments -- assurance of government support, lower duties and tariffs, tax breaks and holidays and low payments for environmental damage,” said Francis Morales, PANALIPDAN Secretary General.


Morales added, “The deregulated mining industry makes the government a mere toothless tiger in making large-scale and foreign mining TNCs accountable just like the case in the Masara tragedy, the mine spill and fish kills in Rapu-Rapu in Bicol. We should not forget the Marcopper Mining tragedy which spilled millions of tons of toxic waste destroying the rivers, seas and livelihood of Marinduquenos.”

PANALIPDAN research said mining applications in the country covers almost half of land area of the Philippines or a total of 14,498,526 hectares. #

PASAKA scores Quiboloy, 84th IB soldiers for bulldozing ancestral lands

DAVAO CITY-- Three years after their datu leader was killed, the Kahugpongan sa mga Lumad (KSL) together with PASAKA Regional Confederation of Lumad Organizations in Southern Mindanao in a press conference today condemned the latest threats and harassment by forces believed to be Pastor Apollo Quiboloy's private army and the military soldiers under 84th Infantry Battalion against the Bagobo-C'lata lumad residents in Sitio Kahusayan, Brgy. Manuel Guianga, Tugbok District.

Quiboloy ordered a road construction in the area, and just a day after 3 backhoe units were brought in the area, 84th IB soldiers also begun their patrol operations. Local residents scored Quiboloy for bulldozing ancestral lands in pursuit of his greedy desire to expand his prayer mountain and tourism project in Kahusayan, and even other villages in Brgy. Manuel Guianga.

“The land where Datu Domindor Diarog’s blood was spilled is the same land now being bulldozed by the same man who (allegedly) killed him,” said Diarog.

On April 29, 2008 armed-men encircled and opened fire at the house of the Diarog family killing Datu Dominador Diarog and wounding his wife and two children. Datu Diarog refused to sell his land to barangay officials who reportedly acted as dummies on behalf of Pastor Quiboloy


“We believe that the recent deployment of 84th IB elements prove how influential Quiboloy is in using for his vested interests the armed forces to secure his territorial expansion,” said Diolito Diarog, a Kahusayan leader and PASAKA Deputy Secretary General.

Pastor Quiboloy's human rights violation track-record base on the cases filed at Commission on Human Rights (CHR) office included land grabbing and massive human rights violations that were allegedly committed by former Tamayong Barangay Captain Greg Canada.

Documented human rights reports since 1997 in Brgy. Manuel Guianga revealed that his group/men/private armies have been responsible for the killing, indiscriminate firing, arson and other criminal acts to sow terror in the area and dislocate the lumad residents there. These atrocities were also used to justify full-scale military operations.

PASAKA is now calling for the immediate intervention of the Davao City government and urged the City Council to conduct a probe on the reported incidents in Sitio Kahusayan.

The City Council conducted an investigation a few years ago on the reported land dispute case being the motive behind the killing of Datu Dominador Diarog in 2008 and the continued land grabbing by the “influential” group of Quiboloy. City Council resolutions ordered the status quo of “fences” around areas grabbed by Quiboloy from the lumads until lands had been surveyed but still the fences were moved and even built stronger by Quiboloy’s men.

He also noted that it is evident that the recent deployment of military soldiers under 84th IB is apparently being used to sow terror among the people especially that these elements have forcibly recruited the local residents to join the Barangay Defense System and wanted to use the Lumads in its counter-insurgency campaign.

“The AFP has bartadized our culture, exploiting lumads while they show their bias and loyalty to the influential, powerful and rich,” Diarog said.

“But despite this recent attacks on our human rights, we will never give up our struggle in regaining and defending our ancestral lands that our ancestors and Datu Doming Diarog fought and died for, it has been 3 years now since his death but we continue to call for justice for Datu Doming Diarog and respect the rights of the lumads,” Diarog said.

Lumads take up case of slain Lumad leader, landgrabbing to GPH peace panel

Davao City --- Lumad leaders shared optimism that the government peace negotiators can take up the case of Datu Dominador Diarog, whose 3rd death anniversary is on April 29, remains an unsolved extra-judicial killing linked to a dispute involving the land-grabbing by a powerful religious cult leader. Fresh incidents of land-grabbing coupled with abusive military operations have again been reported early this month in Sitio Kahusayan, Brgy. Manuel Guianga, Tugbok District, this city.

GPH representative to the peace talks Ednar Dayanghirang in a forum on Land, Life and Justice organized by the Solidarity Action Group for Indigenous Peopls (SAGIP) here at Haran House, UCCP, said he will talk to the Office of the Presidential Affairs for Peace Process (OPAPP) to follow up the case of the 2008 killing of Kahusayan leader Datu Dominador Diarog and the continuing landgrabbing of their ancestral lands by the influential group of Pastor Apollo Quiboloy.

In the past week, lumads from Kahusayan are again restless as 3 backhoes arrived together with a platoon of army soldiers from the 84th Infantry Battalion were deployed to their community, threatening to bulldoze their ancestral lands.

“This renewed attempt to completely drive us away from our ancestral lands is condemnable. We appeal to the conscience of the masterminds behind these landgrabbing attempts to leave us and our land in peace. We also demand that the long overdue resolution of the Davao City Council to remove the barb-wired fences put up by Quiboloy around our peoples’ lands.
